There are two legs on the rack, designed for 3 Thunderbolt panels, but it could be used for other things as well. The material appears to be PVC or similar. The legs pivot on the upper horizontal pipe. There are two racks shown here, the one in the foreground is mounted with 2 of 3 solar panels (not included, but advertised separately for parts on Craigslist).
